روایتِ کنشگر-شبکه‌ای از چرخه‌ی حیات یک سایت دپوی زباله شهری: مورد انجیلسی بابل و دلالت‌های آن برای فهم مسئله‌ی پسماند

چکیده
این پژوهش با نقد رویکرد فنی ـ مدیریتی به مدیریت پسماند شهری، می‌کوشد نقش اجتماعی، سیاسی و معنایی سایت‌های دفن زباله را در نسبت با جوامع پیرامون آن‌ها بررسی کند. مطالعه موردی پژوهش، سایت دپوی انجیلسی در بابل طی سال‌های ۱۳۷۷ تا ۱۴۰۳ است که پرسش آغازین «چرا این پروژه شکست خورد» در پرتو نظریه کنشگر-شبکه بازصورت‌بندی می‌شود. روش پژوهش بر مردم‌نگاری میدانی در انجیلسی و روستاهای پیرامون و مصاحبه با نهادها استوار است. همچنین اهالی، نهادها، شیرابه و پرندگان را با نگاهی برابر به‌مثابه کنشگر تحلیل می‌کند. یافته‌ها نشان می‌دهد که وضعیت سایت حاصل تعامل و تثبیت شبکه‌ای متشکل از کنشگران انسانی و غیرانسانی بوده و مفاهیم اجتماعی و مدیریتی نیز در همین فرایند شکل گرفته‌اند. مقاله استدلال می‌کند فهم این وضعیت مستلزم عبور از رویکرد فنی-مهندسیِ محدود به فضای سایت است؛ زیرا زباله ذاتی ثابت ندارد و سایت زباله امری اجتماعی است که فراتر از دوگانه‌ی طبیعت/فرهنگ تعریف می‌شود، و از این‌رو خوانشی از تاریخ اجتماعی است که از منطق دوگانه‌انگار فرادست/فرودست فراتر می‌رود.

An Actor-Network Narrative of the Life Cycle of an Urban Waste Dump Site: The Case of Anjilsi, Babol, and Its Implications for Understanding the Waste Problem

چکیده English

This study critiques the technical-managerial approach to urban waste management and seeks to examine the social, political, and symbolic roles of waste disposal sites in relation to the communities surrounding them. Its case study is the Anjilsi waste disposal site in Babol, Iran, from 1998 to 2024, and it reformulates the initial question, “Why did this project fail?”, through the lens of Actor-Network Theory. The research draws on field ethnography conducted in Anjilsi and the surrounding villages and interviews with relevant institutions. It also analyzes residents, institutions, leachate, and birds equally as actors. The findings indicate that the site’s condition resulted from the interaction and stabilization of a network comprising both human and non-human actors, while social and managerial concepts themselves were constituted through this process. The article argues that understanding this situation requires moving beyond a technical-engineering approach confined to the physical site, since waste has no fixed essence and a waste site is fundamentally a social phenomenon that exceeds the nature/culture dichotomy; accordingly, the study offers a reading of social history that moves beyond the binary logic of dominant and subordinate positions.
