This paper aims at a historical survey of two fundamental scientific approaches to communication and development studies. The first approach, represented by Majid Tehranian was the main approach before the Iranian Revolution (i.e., early 1970s) tries to define national development in a new way. The Second Approach, represented by Kazem Motarnednejad and prevalent after the revolution, is circling around a transformation in communication education and planning. Rejecting the linear approaches to development, Motamednejad's theory is in line with critical studies in communication. The paper shows that in spite of the fact that the starting approach of the first approach is research, while the second approach relies on communication education, both of them cover certain areas of national development strategies.

Electronic journalism, with and emphasis on information and communication technologies, is known as the most evident symbol of the communication developments at the beginning of the third millennium. This kind of journalism is now facing a heavy discourse argument with the mass media, in other words, the traditional journalism. It is not so easy to predict the future fate of the media in the world. Many questions and ambiguities are raised about the fates of the past, present and future of the media. Will the electronic media, as some people claim, eliminate the printed newspapers, or will it change their role and functions? What would be the result of the discourse competition between electronic media (cyber) and traditional media? Are we going to witness the creation of a real imagination or suggestion of a virtual reality? Are we part of the media system, or are we standing outside of it with the power of judgment and criticism?

Political participation is a subject which has won an exclusive place in our society, specially after the Islamic Revolution. The importance is such that some parts of it, specially voting, have been constantly supported and emphasized by the political system and have been given a great deal of political propaganda. Meanwhile, mass media, as the most important society s political outlet, can play a desicive role in increasing and decreasing the rate of such participation. Based on these facts, a research was done with the purpose of scrutinizing the effect of mass media on political participation rate in Iran. In order to do so, a 430 case samples out of the statistical society of Tehran - 19 onwards - were chosen and necessary data was collected and analyzed through a questionnaire. The result of this study showed that in a long term basis mass media affects indirectly on political participation through factors such as political culture, political efficacy and political stimuli. In addition, the effectiveness of each of the media (TV,Radio, Newspaper & ) was different and in some cases, their effectiveness direction is different as well. To the point of the encourage, the participation in political activities and some others encourage political apathy.

In this article the main focus is to have an answer or answers for this critical question: Are the agenda-setting, image-making and one-way flow of information discourses in print media transiting towards audiences through the application of new information and communication technologies or not? And what is the impact of cyber journalism on the classic concept of freedom of expression? Although in the main research it has been attempted to see this discourse transition through four trends of the review of literature, sending questioners for prominent international scholars (Professor Yahya R. Throughout the history of scicence and technology, the development or the last decade of 20th century was unprecedented; hence, the results of the Industrial Revolution and the Electronic Revolution were integrated with information industry, and so, the information communication techmnologies (ICTs) was founded. ICTs was such a colossal phenomenon that its huge results and achievements were unpredicatable by its inventors. By the JCT, not only the material life was changed, but also the grounds of ideas and mentally of humman beings have undergone vast and profound changes. The life styles, economics, education and the national sovereignty of the countries have changed and JCT was utilized and penetrating in every affair. This paper is an outlining of an extended research which its aim is to offer ways for telecommunication development. Review of experiences, world wide procedures in JCT field. such as privatization, compatibility, mobile service development, globalization and other nations approaches to this category, especially what has happened in relation with the ICT in developing countries are depicted and explained in this paper. The most significant part of this paper is the introduction of ICT functions in developments which depicts, based on the contents, how the development of telecommunication is a must, finally noting the experiences of the other nations and UN as well a proposal for national ICT development is offered.

This study tries to show a comparative analysis of news and Pseudo News contents of Iran News Agency (IRNA) on related to women during years 1361, 1371 anc.I 1381. In this research, we try to show some of news and non news contents were published in IRNA on relatec.I women activities whom are large elements of Iran society that they are different in view of economy, cultural, social and geographical situations. The theoritical bases of this study have been based on Agenda Setting and Feminism theories. Also are examined the effects of these theories on selecting news and non-news contents on related women which it published in IRNA. Some of the important variables reviewed in this research including: are Subjects of contents, Nature of contents, Purposes and sizes of contents, and Functions of the contents that are published and reflected in IRNA. The method of research has been content analysis and statistical community was included 321 samples that are selected from both news and non news contents published by IRNA News Agency during three periods that are mentioned at the begining of the abstract. The results of this study show that offered varaiabls have seen significant relation with cultural, political and social conditions during three periods. Furthermore, the result of research shows that the quantity of news and non news contents has increased during three periods. In analysis of data descriptive statistics and statistical inference have been used.

According to functional sociological theories of order, print media can play a crucial role in protecting mental security of a given society by picturing an appropriate image of law enforcement forces and their public interactions. However this role is played under and influenced by socio-political circumstances on the society. This study tries to elaborate and then compare what reflected in the press of the performance of police and their interaction with people over five periods of contemporary history. The comparison is made on the basis of the following criteria: police authority, people s demands from police, the types of public demands, representation of police as a government force or as a public force, civil- or military image of police, police interactions reflected in press in each period, including its social interactions, treatment of those asking for police services, government interactions and intra-organizational interactions, the way police actions have been reflected, whether eliminated, critical or analytic, the way police have been criticized in press, constructive or destructive. Findings of this study show that the role of press in reflecting interactions between police and people is largely influenced by socio-political circumstances. During studied periods, political environment of the society had caused the press to picture different images of the authority and public interactions of police.
