چکیده

در این مقاله تلاش شده است تا با بررسی وضعیت آینده اندیشی در حوزه آب و هشدارهایی که اندیشمندان مختلف در این خصوص بیان نموده اند علت یابی گردد که چگونه علی رغم هشدارهای اندک به نسبت جمعیت نخبگان،اما بسیار حیاتی از نظر اهمیت، فکری برای عملیاتی کردن این نظرات نشده و به خوبی نتوانسته آن را به نتیجه برساند. اهمیت این موضوع از آن جهت است که دیگر نمیتوان با اتکا به روشهای فعلی در کشورهایی مشابه کشور ما که با بحران آب مواجه هستند، آینده آب را رقم زد و به پارادایم جدید و نوآورانه و به دنبال آن تغییرات بنیادی، منطبق با شرایط و ویژگی های اجتماعی، اقتصادی و فرهنگی نیاز است که در غیر اینصورت و با ادامه روندهای فعلی مدیریت آب کشور، کمبود آب از حالت بحران به سمت فاجعه برگشت نا پذیر سوق داده خواهد شد. برای جلوگیری از بروز بحرانهایی از این دست، نیاز به یک بازاندیشی جدی در نظام آینده اندیشی کشور داریم تا در حد توان با رفع نواقص بتواند پیش از بروز فاجعه، آن را پبش بینی و مدیریت نماید. لذا در این مقاله سعی بر آن است که چرایی این موضوع با
تاکید بر نظام آینده اندیشی و لزوم باز اندیشی به آن، مورد بحث و بررسی قرار گیرد و در نتیجه استفاده از نتایج آن میتواند در حوزه سیاستگذاری موثر واقع گردد.

In this paper, it has been attempted to investigate the state of the future thinking in the field of water and the warnings made by various scholars in this regard as to why it was happened, despite the slight warnings relative to the elite population, but very vital in terms of importance, intellectual for operation There was not any comment on this area and did not succeed in bringing it to a conclusion. The importance of this issue is that it is no longer possible, by relying on current methods in similar countries in our country that faces a water crisis, to shape the future of the water and bring to the new and innovative paradigm, followed by fundamental changes, in line with the conditions and characteristics. Social, economic, and cultural needs would be needed. Otherwise and with ongoing current water management, water shortages will be driven from crisis to disaster
