Technological and information origins of the information society and surveillance society. Here is two theories about development technology:optimistic and critic.writer believe one way for this issue. His article intendes to analyze the Iranian experts and staff towards surveillance society. He major method of this research is Delphi for experts and surveying for staff. Inally,base upon ideas :when we haven,! any law about this paradoxical situation, the surveillance society will be a problem for iran government. This paper aims at a historical survey of two fundamental scientific approaches to communication and development studies. The first approach, represented by Majid Tehranian was the main approach before the Iranian Revolution (i.e., early 1970s) tries to define national development in a new way. The Second Approach, represented by Kazem Motarnednejad and prevalent after the revolution, is circling around a transformation in communication education and planning. Rejecting the linear approaches to development, Motamednejad's theory is in line with critical studies in communication. The paper shows that in spite of the fact that the starting approach of the first approach is research, while the second approach relies on communication education, both of them cover certain areas of national development strategies.

Throughout the history of scicence and technology, the development or the last decade of 20th century was unprecedented; hence, the results of the Industrial Revolution and the Electronic Revolution were integrated with information industry, and so, the information communication techmnologies (ICTs) was founded. ICTs was such a colossal phenomenon that its huge results and achievements were unpredicatable by its inventors. By the JCT, not only the material life was changed, but also the grounds of ideas and mentally of humman beings have undergone vast and profound changes. The life styles, economics, education and the national sovereignty of the countries have changed and JCT was utilized and penetrating in every affair. This paper is an outlining of an extended research which its aim is to offer ways for telecommunication development. Review of experiences, world wide procedures in JCT field. such as privatization, compatibility, mobile service development, globalization and other nations approaches to this category, especially what has happened in relation with the ICT in developing countries are depicted and explained in this paper. The most significant part of this paper is the introduction of ICT functions in developments which depicts, based on the contents, how the development of telecommunication is a must, finally noting the experiences of the other nations and UN as well a proposal for national ICT development is offered.

Non-verbal communication includes all of the messages that people wil use in addition to the words. With using verbal and non-verbal communication correctly in knowledge, actions, and business we can improve our way of life. There is no language and culture that dosen't use non-verbal communication. People can communicate without using a single word. in order to express their trud feelings. It is obvious that tourism is the only industy that uses non-verbal communication in extreme. Scholars, specially, Bear Dovisal who studied this issue more than others estimate that least 65% of the communication are done facially and physically. Consequence and results of the research in some of the colleges and universities of trade and management in foreign countries show that the main problem of the graduates is difficulty in communication and publication. This problem has not received enough at them in Iran, particularly in tourism. The specialists and service providers have difficulty with this issue too. Specially when they face people of other cultures. Then the type of cultures teaches us how to communicate. Consequently, training in verbal and non-verbal communication is very necessary in tourism industry.
