Trend of social change in Iran shows acceleration of worriness. We as sociologists have the habit to worry about social problems, but this time worriness is concerned as a problem. The main stages of life in contemporary Iran are increasingly going to be a worried situation. University entrance exams, finding jobs, marriage, house buying; fertility, health, retirement and also death ceremony in Iranian contemporary are accompanied by worriness. This problem damages psychological security and also personal and collective ethics. This article focuses on Barbalet, Beck, Giddens and Bauman theories. The method of this article is secondary analysis. It seems that institutional instability in Iran, changes life to unpredictable and worried affairs. This paper reviews some index of crucial social institutions like family, economy, and bureaucracy to show that how these institutions made Iranian life world unpredictable and create epistemological insecurity. The lack of efficient welfare organization has led to an increase in this situation.

Masoumeh Qarakhani Date of Receive: 2013/10/9Date of Accept: 2014/2/9AbstractWhile paving the way for access to university education, the higher education institution pursues some social policies with the aim of securing welfare services for interested groups such as students, managers, university office workers and faculty members. The present research deals with the study and analysis of documents (laws, bylaws and decrees) as the legal input of social policies. These are related to securing welfare for faculty members of public universities in Iran during 1981-2011. Using qualitative method and content analysis technique, welfare policies for faculty members in this period have been represented under the two concepts of “occupational well-being policies” and “promotional and job security policies”, and the process and procedure of these policies have been recognized. Apart from some “predictive policies”, which are based on Faculty Member Employment Bylaw and mainly concerned with occupational welfare services and promotion policies, other policies especially welfare policies in the framework of programs of Welfare and Organization and Fund for Faculty Members Support, have a “reactive” characteristic. This means that in spite of the enforcement of some welfare policies, the policymakers and even official executives have no clear and comprehensive understanding of the concept of welfare concerning faculty members in Iran. In the light of such an incoherent perception, some social welfare policies have been neglected by policymaker, and the enforcement of the existing half-done policies, due to political and economic policies and also governments’ approaches to the welfare of faculty members, has been affected by the tastes of policymakers and official executives.

This paper critically raised legal and constitutional welfare development programs of Iran (1990-2004) and analyzed the results with respect to social welfare approach in order to study comparatively social welfare programs of development plans with the relevant constitutional principles. To do this, qualitative content analysis was used. Findings indicate that in most cases, welfare goals were not defined operationally well and suffered from ambiguities and shortages. However, this was improved during third and fourth plans.

Health policy is an aspect of social policy, and its development is considered a responsibility of governments. This policy, which is related to personal and social welfare, can be affected by the orientations and approaches taken by governments. However, there is no precise understanding of the orientation of different Iranian governments regarding health policy. In the present paper, we attempted to understand the effect of the approaches of governments on health policy in Iran. Therefore, we studied health policy from two aspects of law input and health expenditure in four Iranian governments from 1981 to 2009. The data were analyzed using both qualitative and quantitative methods as well as qualitative content analysis and variance analysis methods. The results showed that the health policy was not considerably affected by the political approaches taken by the governments. In terms of health expenditure, too, the governments did not affect the health policy.

This paper examines the discursive structure of Hashemiye Rafsanjani s state welfare discourse in the years 1368- 1376. [t is intended to find out and demonstrate all the main elements of the welfare discourse through Interpretation and recognition of meanings of the discourse examined in its socio-historical context. The significant of is study can be explained by the fact that social welfare has always been one of the outrnost criteria of assessing the amount of achievement of all states. It is also a common interest of the states and citizens. This study is methodological based• on Focult s andFercluagh s discourse analysis approach and method. Ferclogh distinguishes three levels of discourse analysis including descriptive, interpretive and explanatory levels. This paper consists of definition of the problem, literature review, and methodology and the data analysis. It is discussed and argued that the social welfare policies of Development Discourse of Rafsanjani state were oriented towards and focused on economical welfare factors such as housing: social insurance, work, and subsides. In this discourse other aspects of welfare such as political factors were ignored and excluded form the state policies

This study investigates the effects of social capital on the job salisfaction of Tabriz primary schools teachers. Social capital and job satisfaction arc important in social welfare development. A random sample or 350 teachers were selected. Data was collected by means of questionnaire. For the measurement of social capital Bullen and Onyx social capital scale, and for the measurement job satisfaction Bright Feld scale was used. Findings show that the social capital significantly influences the job satisfaction or teachers. There was no meaningful difference between females and males, in this regard. The regression analysi» of the social capital indicators on the rate of joh satisfaction shows that the indicators concerning the objective dimension of social capital has the highest effect upon juh satisfaction. Generally, indicators or social capital explained 16 percent of variance of job satisfaction.

The question of the role of social work in policy making and planning of social welfare can be one of the major debates about the future of social welfare system in our country. To answer any question in this regard, we have to deal with issues, such as the definition and goals of social work, social problems and their scope , different models of social welfare, and relevance of social work to social policy. This article aims at providing a comprehensive discussion to illustrate the appropriate position of social workers in policy making and formulating social welfare plans. Different parts of this discussion is mapped out as follows: 1- Definition, goals and different levels of social work activities; 2- Social problems and their scope; 3- Social policy and its domain; 4- Different models of social welfare; 5- A glance at social workers position in policy making and social planning, before and after the Islamic Revolution; 6- Concluding discussion.
