Basing the analyze on the index of water balance and perusing the origins of water scarcity in Iran, leads the research beyond the field of hydrology and ascribed it to the spatial distribution of population alongside the political delimitation. The socio-demographic centralized process of urbanization of the last century, particularly in Central Plateau and Salt Lake catchment, caused the unsustainable water balance and inflicted the needs and logic of homo economicus to the natural geography. Not only imposing the Rationale of accumulative-consumptionist life of human beings to that of nature, this process aroused the inequality by growth and spread of concentrated poverty. Alongside, the incompatibility of politico-hydrological delimitation, which has been sedimented through centuries, by imposing the logic of politics (and economics) to nature, disturbing the hydrological order of catchments and transporting water between catchment, problematize sustainability. The topic of sustainability, as a taken-for-granted and unquestionable resolution to the social and environmental crises, in the specific condition of Iran in recent decades, brings about the necessity of analyzing, alongside criticizing the structural and internal contradictions of sustainability per se. Concentrating on water field and applying historical-statistical analyses of water resources management in Iran, the realization of sustainability is here probed.

This paper critically raised legal and constitutional welfare development programs of Iran (1990-2004) and analyzed the results with respect to social welfare approach in order to study comparatively social welfare programs of development plans with the relevant constitutional principles. To do this, qualitative content analysis was used. Findings indicate that in most cases, welfare goals were not defined operationally well and suffered from ambiguities and shortages. However, this was improved during third and fourth plans.

This article intends to determine the influence of traffic policeman presence on the compliance of pedestrians to pedestrian light. The subjects those pedestrians who were crossing the Enqelab Ave. from south-west side of Enqelab Sq. from 10 to 12 a.m. Twenty red lights (ten lights in presence of traffic policeman, and ten lights in absence of him) were considered in two-hour intervals. Research method was obervation in real conditions. Regarding the meaningfulness of the difference among the ratioes, the numerical rates of the pedestrians in two afore-mentioned conditions were calculated. The difference was meaningful in P < 0.01, concluding that the compliance of pedestrians to pedestrian lights is affected by the presence of the traffic policeman in crossings.

Rent is mainly an economic subject studied by economists. However. it may be interesting for political economists as for its impacts on interactions between government and society and its damaging effects on domestic economy and government's separation and non-reliance on its own society. Calling political rent. the article is to analyze its impacts on the Islamic revolutionary ideals and to find a mechanism to be taken by the I. R. of Iran to clear the destructive effects of this phenomenon on its political area and help its essential ideals to become real. The article is analytically and descriptively investigating the process in the past three decades and tries discussing the cause and effects of political rent based on the approaches of the leader and founder of the Islamic revolution. The author's hypothesis is that prediction of some short-time and long-time requirements in the normative fields of the dominant system, political culture and politico-legal structures may help us eliminate political rent from tht society and promote the revolutionary ideals.

This Research is comparing two generation of the Iranian author filmmakers regarding their role in the progress of Iranian cinema. we have focused on two aspects: 1- To determine and to introduce the Iranian author filmmakers, based on author's theory - formulated by the French critics of "Cahiers du Cinema" magazine in the fifties. 2- To define the progress in cinema and to determine indicators of this progress in the Iranian cinema which are: Box -- Office: domestic Box -- Office (or the number of spectators) in Tehran, and Foreign Box -- Office (exporting films in order to be screened abroad). Artistic success: domestic and foreign awards, and votes of critics (based on their yearly votes in Film Monthly Magazine). The follawing results wer obtained: A - Older generation of the Iranian author filmmakers have more distinction and fluency than the younger generation. B - Older generation of the Iranian author filmmakers have more important role in the post -- revolution 'Iranian cinema than the younger generation. This means that the Iranian outhor filmmakers who did less transformations in their films' motives (the older generation) have more success than the younger generation. This group's Frequency Distribution of indicators of progress in their films are more than the younger generation's films.

According to functional sociological theories of order, print media can play a crucial role in protecting mental security of a given society by picturing an appropriate image of law enforcement forces and their public interactions. However this role is played under and influenced by socio-political circumstances on the society. This study tries to elaborate and then compare what reflected in the press of the performance of police and their interaction with people over five periods of contemporary history. The comparison is made on the basis of the following criteria: police authority, people s demands from police, the types of public demands, representation of police as a government force or as a public force, civil- or military image of police, police interactions reflected in press in each period, including its social interactions, treatment of those asking for police services, government interactions and intra-organizational interactions, the way police actions have been reflected, whether eliminated, critical or analytic, the way police have been criticized in press, constructive or destructive. Findings of this study show that the role of press in reflecting interactions between police and people is largely influenced by socio-political circumstances. During studied periods, political environment of the society had caused the press to picture different images of the authority and public interactions of police.

Abstract The present study aimed at introducing water as a problem and its destructive consequences on Iranian society, recognizing the reasons behind the water problem and offering solutions to control it. It was a descriptive analytical study supported by reliable experimental data and statistics. The results showed that Iran is suffering three water problems: water pollution, water shortage and drying of lakes and lagoons. Water problems have many threateningly natural, sanitary, political and socio-economic consequences for sustainable development of Iranian society. The theoretical framework of the study is based on sustainable development theory. The main reason for the current water problems in Iran arose out of a model of classic economy which does not follow the environmental principles of sustainable development. The other factors include climate chang, construction dams, industrialization, urbanization, population growth and Traditional agriculture with low productivity. The key solution for resolving the water problem is the Following the principles of environmental sustainability in industrial development plans. The other solutions are promotion of public culture, refining the harvest and consumption patterns of water in all sectors of the economy, especially agriculture, Optimizing water resource management, Increase the economic value of water,giving constitutional guarantee to environmental programs, and using modern technologies.

The notion of ‘Discourse’ is among key concepts which have been used widely by scholars in social sciences research. Discourse analysis contains many forms which all are influenced by Michel Foucault’s theoretical considerations. One of the main approaches in discourse analysis is the Post-Structural one. Lacalu and Moufe, have formed one of the most important approaches to discourse analysis under post-structuralism. The most common criticism of their approach is that it is not methodological. In this paper, it has been tried to elaborate the methods of producing texts which demonstrate the identity of those surveyed in a post-structural discourse analysis. The main aim of this article is to argue that the post-structural discourse analysis contains both theory and method within. To do so, linkages among the theoretical concepts have been stablished to elaborate how we can use abstract notions of ‘Discourse Theory’ in order to present concrete contextual analysis. It also has been elaborated that the consequence of such analysis is a demonstration of the possibility of social changes. The current paper is a description of the methods that are most proper to reach people surveyed.

The main purpose of present article is codification of lbn Khaldon's social thought with respect to The process of concept formation in sociology. For fulfilling this aim a numher of concepts such as family, dynasty, "asabiyya," tribe, ecological functioning which have a key role in his thought were selected and sociologically clarified in terms of boundary, fitness, and compatibility. Hence, hy a detail inspection of these concepts some sociologically imporant points had been derived, such as the unit of analysis, the process of structural formation, the basic assumptions about interaction variances, the paths of structural change and the type of ideal political state. Therefore a logical articulation of these derived concepts in form of a theoretical construct was used as criterion for indicating to what degree with respect 10 recent intellectual engagements in sociology lbn Khaldon could be judged as a sociologist.

Nezam Bahrami Komeil Date of Receive: 2014/2/28Date of Accept: 2014/8/11AbstractModernity is the subject that can be studied from different aspects, in which political dimension is the most significant one. As it will be shown, the importance of "political modernity” is that it provides an appropriate measure to differentiate the structure of societies and political conditions, especially the government. This research tries to answer the main question: what is the position of the components of political modernity in the thought of some prominent clergies who were pro and against the constitutional movement? To do this, historical research and conceptual analysis method are used. Result shows that critical clergies opposed the components of political modernity, while advocates could not fully cop with its contradictions with religious values.

Ibn - Khaldun has an epistemological theory which is the result of his criticisms to cognitive limitations of rational knowledges. Ibn-Khaldun believes that human being is different from animal by thought. With it, he perceives himself and forms his historical-social life. For Ibn-Khaldun, there are two classes of perceptions: sense perception and spiritual perception. Through sense perception, knowledge is begun and improved. Even rational arguments belong to this type of perception. Thereby the mind.at first, confronts external reality and then universal forms are shaped in it. In other words, universals are formed through observation and induction. By searching on species, sex, and character of things, universals are formed. In "ELME-OMRAN", universals are accidental and essential qualities of social facts. In view of Ibn-Khaldun, science is a knowledge toward causal relationship of things. Causal explanation of relationship among things is realized by an explanation based on material cause, formal cause, efficient cause, and final cause.

This paper attempts to provide an answer to two key questions: I) In general, what approaches to political change have been pursued by agents of change in different societies? What are the key features of these different approaches to political change? 2) How can one evaluate the political developments in Iran from the viewpoint of 'revolutionary' and 'reformist' approaches? Construction of ideal-types, library-based research and in-depth interviews have been the main methods employed in this study to categories the existing approaches to political change and to analyze the political developments in Iran during the past decade. In the first section of this paper, twelve approaches to change is discussed instead of the old threefold categorization (i.e., revolutionary, conservative and reformist). In the second section, it is argued why the reformist approach is the most effective and realistic way to promote democracy in Iran.

With the emphasis on social distancing, the outbreak of Corona caused social interactions within ethnic contexts to undergo changes in terms of quantity and quality. Based on this, the current research is focused on the phenomenology of the lived experience of Borujerd city speakers of social interactions after facing the outbreak of Corona. The current phenomenological research has used the Moustakas technique to analyze the data. The number of 16 samples was selected purposefully and until theoretical saturation, and the data was collected by in-depth interview method. Collaborative observation (10 field observations) was also used to collect more data. Based on the results of coding and field data analysis, the concept of "post-corona ethnic interaction" includes 8 main clusters, which are: 1)the opportunity to find human agency, 2)the socialization of interaction, 3)the continuity of ethnic members, 4 )the digitalization of interaction, 5)the scientific-rationalization of the epistemic base of interaction, 6)the purposeful interaction, 7)the hyper-digitalization of interaction, and 8)the appearance of the role of inhuman agency. In general, the threat of Corona has acted as a shock that has provided the opportunity for the members of the ethnic community of Lak to express their individuality.

According to Beetham's definition; wherever power is achieved and applied according to justified rules and with evidence of consent, it can be called the right or legitimate power. Giddens argues that the legitimacy of the political systems under the impact of modern information and communication technology and its manifestations, such as Internet and satellites is suffering from insecurity and crisis. This paper studies relationship between Usage of Internet and Satellite and the rate of legitimacy of political system among youth. Analyzing mentioned relationship, survey research has been conducted among 376 youth (18-29 years old) in Khomein city by two-stages sampling. The results indicate that the proposed theoretical model has empirical support. So that there is relationship between quantitative and qualitative aspects of satellite usage which includes of average of usage during the week, access experience, usage type and usage pattern and between qualitative aspects of Internet usage which consists of usage type and pattern with rate of legitimacy of political system. According to the accepted definition of Beetham, the rate of legitimacy of political system in mentioned city is 0.59 percent.

Mohamma Taghi Sabzeii Date of Receive: 2010/2/18Date of Accept: 2011/1/1AbstractThe present paper that is performed via documentary study and comparative technique is aimed to introduce and present sociological comparative analysis of similarities and differences of Iranian and western approaches to civil society. To do this, at first related opinions of famous thinkers of both approaches are recognized and then selected aspects, concepts and components of civil society are compared with each other.Today, there are four contemporary approaches to civil society in the West: liberal, collective, republican and discursive approach. According to western approaches civil society is made up from three main elements namely non-governmental organizations (NGOs), public sphere and social movements, which have different functions for social order. Freedom (negative and positive), equality, common good, collective wisdom, plurality, autonomy, independent, civilization and civil rights are main concepts of western civil society.Regarding "religion" as an index, Iranian approaches are divided into two categories: religious and secular (liberal) approaches to civil society. By religious approach one can recognize two sub approaches: pro- and anti-approaches in relationship with the compatibility of religious society andcivil society. Opponents of the compatibility of religion and civil society recognize more the differentiations of religious society and civil society in the indices such as freedom, equality, principle of majority, human, legislation, state, relationship between state and society, plurality and tolerance. Therefore they come to conclusion the Islamic society are not compatible with the civil society. Adherents of the religious civil society stress on similarities between two religious and western civil societies in the indices such as independent public sphere, civil organization, pluralism, legality, collective wisdom, civil rights, rights of minorities, respect to human. Hence they argue the realization of a society, which can be as religious and as modern, as possible and as necessary. In liberal or secular approach to civil society, civil society has components, aspects and concepts such as non- governmental organizations, social movements, public sphere, public opinion, collective wisdom, free economy, law state, which can be realized in all of societies (religious and non-religious) and can be also accomplish in Iran.
